Illinois Down Payment Assistance Programs: A Guide for South Suburban First-Time Buyers
The biggest obstacle most Illinois first-time buyers face isn’t qualifying for a mortgage — it’s accumulating the down payment and closing costs. In a south suburban market where home prices typically range from $130,000 to $350,000, coming up with 3%–10% down plus $5,000–$10,000 in closing costs can take years of saving. Illinois down payment assistance (DPA) programs exist specifically to bridge this gap — and many eligible buyers in the south suburbs don’t know they exist or assume they won’t qualify. This guide covers the major programs available to Illinois buyers in 2025, eligibility requirements, and how to access them.
Illinois Housing Development Authority (IHDA): The Primary Source
The Illinois Housing Development Authority (IHDA) is the state agency responsible for affordable housing finance in Illinois. IHDA administers the primary statewide down payment assistance programs, all of which are delivered through IHDA-approved participating lenders (not directly from IHDA to buyers).
To access IHDA programs, you must work with an IHDA-participating lender — not all mortgage lenders are approved to offer these products. Your real estate agent can refer you to approved lenders, or you can search the IHDA lender directory at ihda.org.
IHDA Access Mortgage Program
The Access Mortgage is IHDA’s flagship program. Key features:
- Assistance amount: Up to 4% of the purchase price (e.g., up to $10,000 on a $250,000 purchase)
- Structure: Forgivable loan — forgiven after 10 years if you remain in the home as your primary residence
- Use: Can be used for down payment and/or closing costs
- Loan types: Compatible with FHA, conventional, VA, and USDA loan programs
- Income limits: Vary by county and household size; Cook County limits for 2025 are approximately $97,000–$111,000 depending on household size
- Purchase price cap: Approximately $390,000–$420,000 for most south suburban Cook County properties (verify current limits)
- Credit score minimum: 640 for FHA; 640–680 for conventional, depending on the specific program variant
- First-time buyer requirement: Must not have owned a primary residence in the past 3 years (with some exceptions for targeted areas)
For a south suburban buyer purchasing a $220,000 home with an FHA loan (3.5% down = $7,700 required), the Access Mortgage’s 4% assistance ($8,800) can cover the entire down payment and leave funds for closing costs — enabling a purchase with minimal out-of-pocket cash.
IHDA SmartBuy Program
The SmartBuy program addresses a specific first-time buyer obstacle: student loan debt. Buyers with student loan balances often struggle to save for a down payment while making monthly student loan payments. SmartBuy provides:
- Down payment assistance of up to $5,000 or 25% of the purchase price (whichever is less)
- A separate allocation of up to $40,000 specifically to pay off outstanding student loan balances in full at closing
- The student loan payoff reduces the buyer’s monthly obligations, potentially improving DTI (debt-to-income ratio) and making mortgage qualification easier
- Both the DPA and student loan payoff are structured as forgivable loans forgiven over time
SmartBuy is particularly relevant for south suburban buyers who have completed college or graduate school and are carrying significant student loan balances that are delaying homeownership. Eligibility requirements mirror the Access Mortgage program.
1stHomeIllinois Program
The 1stHomeIllinois program provides $7,500 in down payment assistance specifically targeting certain counties and geographic areas designated as requiring additional investment. Eligibility and targeted areas change periodically — verify current program details with an IHDA-approved lender. The program has sometimes targeted specific south suburban Cook County zip codes, making it directly relevant to Krembo Group’s market area.
Cook County Down Payment Assistance
Cook County operates its own Down Payment Assistance Program for unincorporated Cook County and participating municipalities. Key features:
- Assistance amount: Up to $10,000
- Structure: Forgivable loan (typically forgiven over 5 years)
- Eligibility: Must purchase in participating areas of Cook County; income limits apply; first-time buyer requirement
Many south suburban Cook County communities participate in the Cook County program. Verify current participating municipalities and program availability with Cook County’s Department of Planning and Development or an approved lender.
FHA Loans: The DPA-Compatible Foundation
Most Illinois down payment assistance programs are designed to layer on top of FHA loans. Understanding FHA basics is essential:
- Minimum down payment: 3.5% for buyers with 580+ credit scores; 10% for 500–579
- Mortgage insurance: FHA loans require an upfront MIP of 1.75% of the loan amount (financeable) plus an annual MIP of 0.55% added to the monthly payment
- Loan limits: For 2025 in Cook County, the FHA single-family loan limit is approximately $498,257 — more than sufficient for most south suburban transactions
- Seller-paid closing costs: FHA allows sellers to contribute up to 6% of the purchase price toward the buyer’s closing costs — a useful negotiating tool in the south suburban market
Homebuyer Education: Required for Most Programs
Virtually all Illinois DPA programs require completion of a HUD-approved homebuyer education course before receiving assistance. These courses typically run 6–8 hours and cover budgeting, mortgage basics, the purchase process, and homeownership responsibilities. They are available online through approved providers and typically cost $50–$100. Many buyers find the content genuinely useful, not just a checkbox requirement.
Certificate of completion from the course must be submitted to your lender as part of the DPA application process. Complete the course early — before you’re deep in contract negotiations — so the certificate is ready when needed.
